From ParadoxPlaxa Forum:

"This crashing issue seems to be caused by the 'time' file that Steam adds to the cache folder. I'm assuming that file is used to calculate the time that the game is played which then shows in Steam. I simply deleted that file ....."

The file "time" is in the folder: C:\Program Files (x86)\Steam\SteamApps\common\Victoria 2\map\cache (default installation).

Now I can play

Thank you. I tried this and it worked. I can now play (:

Yep - This issue comes from a corrupt cache during install.

You'll need to clear the cache folder(s) and restart the game. There's one in the documents/paradox interactive folder as well as on in your steamapps game folder (under map)

Wow, thanks dude. I was trying Pop of Darkness mod, and this issue of initialising map logic happened. It wasn't happening before, but I'm glad I just had to delete that file.

It means that's where the file is by default, if you haven't changed where steam installs or your steam library folder. Most likely, you'll be able to just paste that into your address bar in explorer and hit enter and it'll take you there.
