Victoria 2 Startup problem

My victoria 2 game crashes every time I try to start it up when it is "initializing maplogic" in the loading screen. Is there any way to fix this?

1. Go into the game file
--Computer/HP: C/Program Files/Steam/Steamapps/common/Victoria 2
2. Go to the map file, click on cache.
3. Delete all its contents but DO NOT delete the folder.
4. Go back to all of the Victoria 2 folders.
5. Scross down to "v2game" and click it twice.
6. Start the game this way so that it reconfigures your game cache.
7. Exit Victoria 2 and you can now access it through Steam.

They need to fix this issue with the Steam version files, everyone has this same problem.

This fix still didn't work for me. Each time I start up it loads like before and then crashes. When I check the cache folder the content has reappeared after I deleted it.

Try this:

delete the file "time" located in the folder (default installation) C:\Program Files (x86)\Steam\SteamApps\common\Victoria 2\map\cache
