Could you please tell me how I could do this?
Well this is a VERY late reply, but if anyone else ever needs it ill just leave this here.
1. Go to your Victoria 2 game folder
2. Go to the folder named common
3. Open static_modifiers.txt with notepad or another software that allows you to edit it
4. Search for # Global Static Modifiers
5. Below you'll see war and peace with their respective modifiers, now you want to change the badboy line to whatever value you want. This means that in war or peace your infamy will increase/decrease to the values you have set.
6. Save the .txt and you're done

Do as you please but the infamy mechanic is kinda part of the game. You're taking a risk when you go to militaristic.
The Victorian era was relatively peaceful afterall.
