But since the Netherlands is too big, you cant annex it fully, you can only take regions. Even if you take both Friesland and Gelderland they still have regions overseas...
If you're playing Netherlands however you start out with cores on Belgium so you can attack with the casus belli "Restore order" to immiadetly receive all your cores (e.g. everything)
Total number of regions in control of opposing party is > 4 AND is uncivilized.
OR
Total number of regions in control of opposing party is > 1 AND is civilized.
Since the Netherlands is a civilized nation, you will need to acquire each and every single state they own, one at a time before you can completly annex them.
This is extremely difficult, as you need to aquire all of their colonies, and states before you can conquer them. Not only that, but your population must also want to conquer the Netherlands (Jingoism).
In total, the Netherlands has around 8 regions. This means it will cost you around 90 Infamy, + 22 for conquest, to totally annex them.
I assumed he wanted to annex all of the Netherlands within a reasonable amount of time. Creating a Causus Beli, using it, winning the war and waiting out the 3 year truce would take almost 40 years. (True, it would be less Infamy).
