I'd say its either because you dont pay your soldiers, so they become farmers, craftsmen and the like (sounds like it, Budget -> Military Spending), or you had a war or something, and your men simply died off.
Brigade count is tied to soldier province population - e.g. you need 3.000 soldiers in a province, in order to get 1 Brigade count (well, not exactly, and there are differences between colonies, core provinces, non-core non-colony provinces, etc. but thats the basic idea).
Or, vanilla is simply bugged :P The game has some problems withouth the two expansions
I bought all the expansions through Steam, so I own the later expansions. How do I start the later expansions, to try to reproduce this? I have a single desktop icon (no start menu installed), and it seems to ignore any of the Paradox start options.
If you bought the expansions, you have them automatically applied and play with them - there is no other start icon for those. Version should be v3.03.
But, again, not so sure what exactly it is you're asking :P
1. Attrition. You are placing way to many units in one province if you see a skull icon they are dying from attrition check the province for supply limit and deploy accordingly.
2. You are experiencing a strange bug in the game, maybe reinstall and see what happens.
