Decrease graphics for playing on slow computers
How can I decrease the graphic settings?
I have made the water simple.
What can I do besides this???

Lower the resolution, that's about it. The game is 99% text files and vector graphics, you could play it on an abacus. How exactly are you having trouble?

when I am speeding up the game it starts to lag

Yeah thats a processor / memory problem I'd say.
But you need a seriously outdated piece of hardware in order to get Victoria II lagging.

Not really - At least not on speed 4 and 5. The POP and Economy system can tie up a lot of CPU
