If you don't have enough soliders in your population, set your National Focus to Encourage Soldiers, and make sure your Military Spending slider in your Budget screen is maxed to the right.
By the sounds of it there isn't enough small arms & clothes to build the troops, is there a lot of wars going on? Chances are there is none to spare on the world market.
You can save yourself the hassel of mannually filling up your storage of small arms, canned food, and ammo by setting each good to auto-buy by putting a check mark in each good's "Automate" check box.
Once your units are built, keep these check boxes checked (the Stockpile check box as well as all the varioius auto-buy check boxes) so that your military units can continually have access to their daily supplies.
Lastly, make sure the "National Stockpile" slider in the Budget screen is maxed to the right, which pays for your unit's daily supplies. Without this slider, your units will not receive their daily rations. This slider does not affect the building of your units, just their maintenance after they are built.
