Increase Flashpoint-tension apparently does nothing..

Starting as Sweden I put one of my national foci on increasing flashpoint-tension in northern finnland (russia). Two years later tension is still 0.0%. Why, and what can I do to actually create tension?

You can click on the crisis map mode (the one with the bomb, I believe its the one in the bottom right), and hover over the region to get infos how the tension puts together.
