How do you raise Liferating

It is bassically impossible. You need to get tech. to lower your min life rateing for colonzation to colonize those areas

Technological progress.liferating is basically designed in a way to try and mimic the scramble for Africa late game.

Research the technologies "Medicine", "State and Government", and "Breech-loaded Rifles" as a Civilized Nation. There are technological innovations that have a chance to be researched if you have those technologies, reducing the liferating. By the time all three are researched, the liferating will be down enough for most of Africa and Asia to be colonized.
