Quickest way to make a colony a state?

I'm playing as Spain in 1876, I've used up most of my colonial acquiring new land in Africa. Owning protectorates and colonies takes up colonial and states don't. I need to make my colonies states so that I can continue colonizing Africa. What is the quickest way to make thess colonies into states?

You can't really push it, not in time to get the last pieces of africa in 1876 anyway.
Just expand all your naval bases and build more and more and more ships (mind your supply limit though (which is upgraded by your naval bases) to gain additional colonial points.
