Just go to the population tab, next to each region theres a small brownish box with a circle splitted through by an arrow. Click on it and Promote Craftsmen.
The higher your literacy is (just spend 100% on Education nonstop, research Biologism ASAP and so on) the more likely is it that your people will turn into craftsmen. You also need to build factories in every region at best of course (otherwise they wont spawn even if they could (well they do but they are much less likely to))
Also if you notice I have a huge rebel problem ( 2 million communists and 2 million anarcho-liberal factions ). Anyway to lower militancy and decrease support for them?
I dont know what people have with Capitalists, but to focus them is not useful at all. Only worth it early as the US since you cant change your goverment and have to stick to your laissez-faire its sort of useful to have a few in every region.
So just switch the foci to Craftsmen (and possibly later Clerks)
The "People's Union" seem to be much better if you like to stay liberal, since they are Interventionist (mean you can upgrade your factories yourself and subsidize them) and Full Citizenships (faster assimilation, the Ottoman Empire has many different cultures and that pisses people off).
By switching you should be able to enact a reform as well (which should settle down some liberals / communists since now you are making progres).
Note here that Healthcare is really op because it overall gives you +8% Population Growth per year (insane).
Otherwise, more voting rights etc. are always welcomed by the people in general.
They are anti-military however, so might wanna switch that in case of war. Until then, lower spending @military is annoying, but it seems you have way more soldiers than brigades anyway so that doesnt seem to interfere with your interests.
You can tax your rich into hell (e.g. 100%), it doesnt really matter all that much. Early in the game, its 99% Aristocrats that you tax, later on, its still like most earnings by aristocrats and if the capitalist want to make a project, they just do it anyway,.
You can also up your tarrifs considerably (sadly, it has no real downturn at all. Personally I also like to play with lower tarrifs, just because it makes the game a bit more interesting.) and in return, lower the taxes on the poor & higher military spending.
You should then have about +2k per day.

If you then go to Industry, you'll see there are unemployment craftsmen in virtually every state. Thats bad, that reduces the willingness to become craftsmen for others quite considerably.
As soon you switch to either State capitalism / Interventionism / Planned economy, first thing you should do is go to Production and leftclick while holding shift on the little plus next to some factory. That will give an upgrade command to every factory that has 80+% craftsmen.
In fact, you can just upgrade every factory you currently have in this case, but as a general tip, if you dont want to care for your Industry too much, its still nice every 5-10minutes or so to go to Production and shift+click expand just to keep the growth running at a good speed.
Turning to state capitalism for a short duration would be also very useful, just build ♥♥♥♥♥♥♥♥ of all kinds of different factories all around. Really spam them out. It would annoy your people though since its ideology is not popular among them. Still, for a rather short duration it should be perfectly fine and you only want to start them.
[Care that if your party changes to something with laissez-faire, switch it back if possible as soon as possible and subdisize your factories again. If you really want, you can just stick to laissez-faire later, but for building your industry up from the ground (which you have to do here since you are far behind nations like the UK) subsidizations are really necessary]
You can also give a production effiency bonus if you produce the requried input in that region btw, but even though it is useful, its not necessary. (e.g. Glass factories produce +25% more in region that have coal. Liquor produce +25% more when theres a Glass factory and a grain province in the region (and only 12.5% if only one of the above).
Still, if you are a perfectionist, you can plan your economy that way (Planned Economy is best for that then though).
Lastly I gotta ask : why you have such a small army? You can levy three times the amount you currently have!
