Game stops loading on initializing map logic

It says i am missing a file. I have already tryed reinstalling.

1. Go into the game file
--Computer/HP: C/Program Files/Steam/Steamapps/common/Victoria 2
2. Go to the map file, click on cache.
3. Delete all its contents but DO NOT delete the folder.
4. Go back to all of the Victoria 2 folders.
5. Scross down to "v2game" and click it twice.
6. Start the game this way so that it reconfigures your game cache.
7. Exit Victoria 2 and you can now access it through Steam.

Thank you for the help, was getting disappointed that I couldn't get the game started with the steam tools available. I had the same issue and this got me going.

Thank you so much!!! It's hard to decide wich Paradox game is my favourite. CVictoria 2, Eu4 Crusader kings 2 or Hearts of Iron 3 (despite the fact that HoI3 still confounds me : ) )
