go to diplomacy, click on the target country and at the right bottom, the bottom right should be something like "Justify a war". takes between 180 and 360 days (depending on the cb)
No you dont need that expansion although certainly they are both recommended if you are enjoying this game, as they add a lot.
In the vanilla game you are capable of fabricating a claim as well, recheck the diplomacy options. Note you have to have a country other than your own selected before it will allow you to select the fabricate a claim option.
Anyway, the closer your ruling party is to jingoism, the quicker your war justifications will be.
No its always been in the game, otherwise how would you ever start a war in vanilla?

Sadly no. I personally think you ought to be able to declare war with no CB for 8 bad boy points. All the defender's allies will come to aid automatically and three random non geat power neighbors join the defenders because they are THAT pissed at you. Then you could do a repeat of the Rue Brittania run!
