Rebels can spawn then, if you loose (or let them win) you will turn Communistic.
To enhance chance for rebels, its good when many social reforms are wanted, but not given.
You can also set a national focus to promote communism (best in your capital etc. The rebels have to hold your capital for one year to win).
Also i assume a high militancy helps
Another Question, How do i make China a civilised nation?
you need to go to the politics tab, there you have a lot of reforms. Basically you need to get enough reforms through that your bar at the bottom fills up to 100%. At that point you are civilised. So ... research! But you also gain research points when you win wars (conquer, humiliate, etc.)
As soon you're westernized, all the subsitutes countries will join you.
Once westernized, China will also turn into an absolutely unstopable juggernaut, with an industry surpassing everyone in a blink of an eye and over a dozen million soldiers.
