You can also try out to go to Documents / Paradox Interactive / Victoria II / map / cache and proceed the same there.
Another issue could also be /gfx... at least either of them seem to be the answer to "Adapting History Crash"

Try launching the game directly in the steamdirectory as an Admin / in Compability Mode.
Aaandd... I know, its stupid to say (and hear) - but have you tried reinstalling the game again ?
Redownlaod doesn't happen if you had quit Steam, but apparently you didn't.
Do again what Lembley said in the first post, but quit Steam before, so that it's not running at all.
Delete the file or files and start the victoria2.exe from inside the game folder (Don't use the shortcut, which is set by Steam!).
Besides, you didn't say on what OS you are running, nor if the game did ever work for you or not. Also, a complete uninstall includes deleting the VicII folder in Documents, in case you don't know.
Hmm...do you have a mod that automatically gets loaded ?
I have no other idea.
