How to install mods on windows 11

I cannot figure out how to do it, there must be something i am missing, any help would be appreciated, thanks.

Should be the same process as any versions of Windows. You put the mod files in steamapps/common/Victoria 2/mod/ , with whatever zip extracted so it's [modfoldername]/game-editing folders (e.g. gfx, common, decisions, etc.), and then the .mod file for the mod in the V2 mod directory.
