Move only the folder and *.mod file into "mod". Both will have the same name.
Then you did something wrong.
so how did i do something wrong and how do i fix it
You need a program like winzip or 7zip to extract the files.
The game specifically looks for the <modname.mod> file here. This file points to where the mod is located usually it's a folder with the same name so "mod/<modname>".
Directly inside this folder there should be a variety of folders and maybe a couple of files (depending on the mod) that matches folders you would find in the base games directory.
an example for a mod file (using the gfm mod in this case) would be:
Victoria 2/mod/GFM.mod
And something like this for the folder structure:
Victoria 2/mod/GFM/common
Victoria 2/mod/GFM/events
Victoria 2/mod/GFM/history
1) Did you try exiting out and re-starting Steam? Sometimes available content doesn't get updated unless you do so.
2) Are you sure the mod is compatible with the version of the game you have?
would it help if i said the mod im trying to install?
Wouldn't help me but maybe some others, I just know the two issues I asked about are among the most commonly found problems with mods not working.
Sorry but i have to disagree in context with Vic2
Vic2 has no Workshop and is not build for Steam, so your first point already cannot be the case here. Compatibility is irellevant. It would either still show up and crash later in-game or during launch.
The mod name wouldn't hurt. Even it's just so we know then.
Any relevant and contextual info wouldn't.
Clarifications needed to avoid assumptions.

Questions :

So you do have , going by the example, inside the mod folder :
- a folder like
GFM
(as a simple folder, not as a zip or such file; With folders such as events and common right below inside it, as in the above quote)
- and a file
GFM.mod
inside there ?
2)
You do see it in the launcher and select it there ?
3)
You did select it in the launcher but in-game it's not appearing ?
4)
Did you try the same with several mods and none shows up in-game, but in the launcher ?
2: it appeared in the launcher at first but when i ttied fixes from here and online it stopped appearing

4) i only wanted to try that one mod since ive never really played the game before
The mod will show up in the launcher even if there's only the .mod file and nothing else (but nothing will be loaded when you add it in the launcher). Even making a .mod file pointing to a non-existing mod should show up when placed in the "Victoria 2\mod" directory.
Do you have more than one installation of the game? In that case you need to add the mod in the one you're running.
