Get the link from paradox forums (or somewhere else) and unpack the mod into steamapps/Victoria II/mods

I also suggest going to steamapps/Victoria II/mods/NWO/interface/avatars and changing size of GenericInfantry into 2.5 as in NWO they are coppied from HoI3 and they are way smaller than other units

I snigned up for the paradox forum and downloaded the nwo 1.0.4, but i saw that i´ll need the expansion to play this mod and unfortunately i have just the victoria II without any expansion pack. Could you help telling me which version mod i need to download to play it?

I don´t know If it´s possible to play mods without any expansion pack.
