Give in to their demands, which, of course, isn't always reasonable. The game is a balancing act between doing the things that increase rebelliousness but are generally beneficial otherwise (such as educating your pops) and keeping them from becoming too rebellious.

I don't understand any of this I just play the fame I didn't know you had to little things like that
What I do know is the I go to the movement tab and suppress whatever I can
I know nothing about giving in to their demands I guess there is a lot mire to learn

Supressing the movements makes them actually more militant, so there´s even higher chance for them to rebel, it depens on types of rebels, for examples communists want social reforms, reactionaries wants to revert the reforms back etc.

Generally speaking there isn't really anything you can do. Passing reforms help a bit but you are still gonna get them. Being something like an absolute monarchy makes it worse but you can be a democracy and pass all the social reforms but you'll still get nonstop anarcho liberals. You can be a communist country and still get communist rebels too.

Its really just a horrible mechanic, gotta live with it or mod it out.

I am not sure why Parodox did that It is too much and very unreasonable, and it completely destroys what is actually a fantastic game
Being I can't figure out Victoria III, this is a great alternative/

That you are having issues controlling the rebellions indicates that you are actually struggling with managing your nation. Unless you keep your population completely uneducated peasants then there will be some degree of rebelliousness present but there are plenty of tools available to control it so that you have little trouble beating down the occasional revolt. Frequent and/or exceedingly powerful revolts generally indicate poor use of those tools (note that this is assuming you have the expansions, the original game absolutely had issues with what were considered by many to be excessive revolts).

Not sure I have the expansions

you just need to lower militancy
you can lower your taxes, your infamy and war exhaustion
if you want to enact extreme measures, you can try to convert everyone to one point of view and/or releasing as a puppet countries that you've conquered that wants to be free
also make sure to enact reforms

There are a lot of ways to DECREASE rebels, but no way that I know of to eliminate them. Don't wait too long to pass political reforms. Study techs that increase pluralism. Keep infamy and war exhaustion low. Keep militancy and consciousness low. Keep taxes and tariffs low. Make sure people's needs are being fulfilled. The nice thing is that they are usually easy to beat and they come back with less strength over time. You'll have lots of trouble with them if you are a backward country with low literacy.

You don't prevent rebels, you EXTERMINATE them! Otherwise it'd defeat the purpose of having them in your nation. Having a good army stack (Infantry and artillery are equal with one hussar) and a good attack general will make this easy. You can also get your allies/enemies to fight your rebels if they happen to go through your country. Though reforms can keep them at bay, rebels are just an inevitability for any Vicky II game.
