How to increase migration?
So, I basically want to move as many pops as possible to low populated regions and colonies. Is there any way to modify the files in order to do so?

Education Techs also give Migration to Colonies. Immigration can be increased with reforms, especially universal suffrage helps much more than it says and being a Democracy, and also being in America or Oceania, especially being the US helps here.

It also helps if you're China because you can have crap load of factories for people to work at

China is the worst at migration though they usually lose tons of pops to America and they have so many pops it's actually quite difficult to have factories be empty.

That NF just makes pops more likely to choose that specific region as a migration target. Doesn't have an effect on making them want to move, though.

The best way to encourage migration is start shutting factories down. Unemployment increases migration. Doesn't make it a good idea, but it's the only real way of influencing migration that the player actually gets.
Decrease emigration, it always increases migration.
For that you need to raise both(!) wages and pensions, before that it'll be wise to overpopulate your country by healthcare - France can easily overflood Africa by this way, just like africans overflooded modern France :D

(my commie Democratic People's Republic of Japan conquered Saudi Arabia, by the way, now it overpopulated it by japanese xD)

YEah as stated, it's based on Government and social policies. In my Democratic Persia, I had a lot of immigrants coming in. At one point I had full regiments of Native American soldiers.
Wait... isn't immigration is for american countries only, and emigration is for every other civilized state (I play last version, with each DLC installed)?

They get a direct bonus to immigration. But when the US is a reactionary dominated slave country, it gets a little easier. Well, until Brazil reaches its democratic potential.

Then they get a ♥♥♥♥♥♥♥♥ of bonuses to assimilation too, so that it takes about a month to turn a a whole region to one culture, which would take any other country half a century to achieve.

Don't think Paradox has ever made a game that didn't have the US as absolute cheese.

Yes, migration factor of 2.0. So with a maximum migration factor possible for non American countries being 3.3, I don't see how this disproves my point?

Yes, migration factor of 2.0. So with a maximum migration factor possible for non American countries being 3.3, I don't see how this disproves my point?
What point? Reactionaries don't have anything to do with migration, and slavery barely registers on the radar.

Reactionaries don't mean militancy, and militancy has nothing to do with immigration.
Slavery, again, is barely a blip: there's a decreased chance a pop will choose a "slave state" province over a non-slave state province, but that decision is made after choosing which country to move to, which makes it irrelevant.
