The manual patch is not for the Steam variant as far as i know.
Without any expansion it's indeed only 1.3.
Yes that's what i would have thought. Although after installing the game for the first (and second) time, if I initiate the 'launcher' (victoria2.exe as opposed to v2game.exe), then a little pop-up comes up, allowing you to 'check for update' and then saying that patch 1.3 is available and you only have patch 1.
I hope i'm wrong though and that I actually DO have patch 1.3 but it's just an error with the launcher? I can't see anywhere in-game to verify the patch that's installed.
Edit: Also when launching the game from Steam itself (as this now works due to following the cache clearing instructions) it actually launches that little pop-up saying patch 1.3 is now out, and if i check for update it says that I don't have patch 1.3
Pop-up ? I guess you mean what is written inside the launcher window ?
Ignore that.
When the game is loaded and you get into the first menu, look at the bottom left.
There should be the patch version and checksum.
If it is indeed only 1.0, then i'd recommend to do a "Verify integrity of game cache" in the games' Steam Properties - Local Files, by right clicking the game in Library - Games.
I myself never had only the base version, so i don''t know by experience, but i never read of patching issues or having to manually patch on Steam.

Like playing two versions of the game at the same time ? The tutorial of the game and a regular game ? If so, bad idea. Can't recommend.
If you mean watching a tutorial on youtibe or something i'd recommend to change the settings.txt to play in windowed, but that's a completely different question and i'm not sure if the base version only has the settings.txt in Documents/Paradox Interactive/Vic II or if it works differently.
Also i recommend to get both expansions, if only for the bug fixes, but also for improvements and little feature changes.....and borderless mode in 3.04 (beta).

Yeah, i was doing a tutorial on something, tech for instance. then i would go to Brazil and have a look at tech. It is a lot of back and forth i must say.
The issue of it crashing when exiting the save gaem back to the main menu seems to have gone now.
Yeah i definitely will be getting those I think, as long as the game continues to work.
