binkplay problem when running Victoria2 on Windows 10

Hi everybody

After having played Victoria2 on Windows 7 for good 200 hours without problems (well, the occasionaly crash ...) I switched to Windows 10 on a brand new MSI GT72S 6QE and noticed that Victoria2 does not run anymore.
When one double clicks on the game's icon in the Library, the window "prepare to launch" appears, the screen becomes black but the introductory video is not played because binkplay hangs and the whole Victoria2 game hangs with it.
One can test easily this by starting a console and go to "H:\Program Files (x86)\Steam\SteamApps\common\Victoria 2\movies" (or whereever steam/game is installed) and run the command "binkplay.exe game_intro.bik": under Windows 7 the video is played; under Windows 10 binkplay hangs (at least on my maschine).
One easy way to fix the problem is to rename "binkplay.exe" to "binkplay2.exe" or what ever else: the video is skipped (since the player is not found) and the loading screen starts immediately.
But maybe we need a more robust solution from Steam.

So is this meant as a suggestion to Steam (I assume its more Paradoxs job to fix their games for steam, rather than Steam (who is merely the distributor)) or just a solution to people googling the problem? Might want to include "SOLVED" in the title if its the latter.
In first case therefore imo Paradox forums are a more appropiate place for this post.

It's the first time i read this.

I rather suspect a WIN10 issue.
Other people got the game working on Win10 and as far as i know see the video, so i don't know what the cause is in this case...other than using Windows10. ;)
