Yes, go to SteamLibrary/steamapps/common/Victoria 2/common and open defines(.lua for me)
The line you want is near the top "BADBOY_LIMIT = 25," and change it to whatever you want.

Do you know if this will effect the AI? Like will they still be programmed to keep their infamy under 25 regardless of what you have set?

If you want to reduce infamy for yourself, instead of changing the cap for AI too, use the console to call up event 18540 and call the event as often as you want.
