As for you jealous with UK having many allies, it depends on the love-hate factor you have with great powers. May i ask, why is Japan & USA not in the list? That's such a weird game, what happened to Italy too?
Once you form Germany, UK is less likely to ally you unless you're godly overpowered. If you haven't taken anything the Italian are interested in, they're quite likely to ally you. Though as Germany, it all comes down to your strength. And i always did it via anschluss. Of course to downscale my powers, I release Hungary, for some fair play at least.
As Germany, your very likely allies are USA, Japan, Scandinavia (If it exist), Ottoman Empire. Austria i don't know, because i've anschlussed them. France because of Alsace-Lorraine. Italy is too weak. Russia, not like me. UK, as mentioned, will abandon you once you form Germany. Will take some time for UK to break up with you if not instantly.
