Make sure to use CTRL+Click and use the Infrastructure map to build them in all provinces of the selected regions at once.
RRs are also good and cheap to build in your sphere countries as "Influence Armor" and also to help them more efficiently RGO a critical resource. Like say I'm Japan and I have Mexico sphered. Building RRs gives me an investment to penalize others' Influence, but I can choose to build the RRs on Cotton, Iron, Dye, Coal, etc.
You're overthinking this and overexpecting the complexity of this computer program.
First of all: Amount of capitalists do not matter to how many projects they come up with.
Technically more capitalists = more people to buy Opium with their earnings so less money to invest (as they consume before investment).
Second: Supplies and other things do not flow. They just instantantly and without costs teleport through the world. It goes worse in that also some resources are duplicated due to really wonky mechanics and coding.
So the idea of running an East-West corridor is nice, but absolutely useless in this game. Railroads do not actually connect anything (Graphics aside). It is SIMPLY a local provincial modifier. Yeah, would be cooler otherwise.
Additionally, you probably have dozens of millions on the bank, so I would'nt overthink and just place railroads literally everywhere, they're dirt cheap. Using CTRL+Click as I suggested, you will place them in the entire region, and can just spam even all of Russia very fast.
The idea of an "Influence Armor"... is also one of those ideas that seem good in real life, but pointless ingame. Using your influence to gain access to critical resources is however a good idea. Qinghai, Korea and Manchuria are great resource markets.
