Base game vic2 is pretty bad, I'd strongly recommend getting both expansions (A House Divided and Heart of Darkness)

DO NOT PLAY BASE GAME UNDER ANY CIRCUMSTANCE!

Get the DLC.

That's a bad intention, as not only do new and essential features come with the expansions, but also lots of bug fixes etc. It's highly recommended to get both, so the whole thing in a sale. Not to forget that the by far most mods only run with both expansions.

Complete Edition on Steam is currently 25,09 euros.
Or you wait until they sell the Collection for something between 6 and 8 euros again, but that might never happen again with 'new' Paradox.

Honestly, it's not as bad as the memes make it out to be. There are some things that boggle the mind as someone who started with the expansions, and there's missing qol features, but it's still Vic2 at its core and you can have fun with it. That said, I still HIGHLY recommend getting the expansions, if only for mods.

Unlike CK 2 and the other more recent games, Victoria 2 came in the era when the "DLC" weren't actually DLC as we now know it. They were expansions that were required purchases in order to have any support beyond the point they were released so if you don't get them you'll be stuck on version 1.something complete with all of the bugs that were fixed in the two expansions plus the various patches for them as well as missing out on the content that was added in them. Also, unlike CK 2 et al, you won't be able to join in multiplayer games and get access to the host's DLC.

41$ to get DLC for a 10 year old game. Rediculous.

In a couple of weeks time they may well release it free, like they did with CK2.

IF Vic3 gets announced and IF it goes like with CK2, then the base game only, but not
the DLCs. Apart from that scenario everything is possible. Paradox isn't predictable anymore.

They might release it all. CK2 was still new, whereas this hasn't been worked on for nearly a decade.

Those days are over when they gave the old and complete version away for free.

Ck2 had been released in 2012, CK3 is half a year old. Ck2 was still new ??

Last Vic2 (gameplay) patch is five years old.
