Get the DLC.
That's a bad intention, as not only do new and essential features come with the expansions, but also lots of bug fixes etc. It's highly recommended to get both, so the whole thing in a sale. Not to forget that the by far most mods only run with both expansions.
Complete Edition on Steam is currently 25,09 euros.
Or you wait until they sell the Collection for something between 6 and 8 euros again, but that might never happen again with 'new' Paradox.
In a couple of weeks time they may well release it free, like they did with CK2.
IF Vic3 gets announced and IF it goes like with CK2, then the base game only, but not
the DLCs. Apart from that scenario everything is possible. Paradox isn't predictable anymore.
They might release it all. CK2 was still new, whereas this hasn't been worked on for nearly a decade.
Those days are over when they gave the old and complete version away for free.
Ck2 had been released in 2012, CK3 is half a year old. Ck2 was still new ??
Last Vic2 (gameplay) patch is five years old.
