In my experience 1838 is too early for Brazil to build factories.
Not competitive enough tech yet to be worth it.
Outside maybe one factory for liquor or wine, but it can cost you more than it earns
you in the early game...but that depends on the mod as well.
the standard order though for your issue will be to encourage beuracrats to 100% state efficiency which can then promote to caps and then you can encourage literacy through intellectuals (4% in the state) which literacy is needed for capitalists and if none of the beuracrats have promoted at that point you use the nf for the first few which will then build for you
Also yeah, im using the HFM mod. Probably should of mentioned that.
