How can I employ clerks and craftsmen?

Hi,

New player here. Just started a game as Brazil. I've finished my war with Rio Grande and was just letting things tick along. I'm only in 1838, but i noticed on my production tab that I have unemployed clerks and craftsmen. I didn't previously and I'm guessing they have immigrated from other countries after the war.

My question is, how do I get the pops employed when I have no factories, no capitalists and my government doesn't allow me to build them?

You could have mentioned that you play HPM or whatever mod it is that has Rio Grande.

You use your national focus to encourage capitalists or switch your ruling party to one that allows you to build factories.

POPs change type anyway over time, but as bri says above, trying to turn some into cpaitalists is your best bet for now i suppose. If there are some pops which have money and are 'stinking rich' these might turn into capis and build you railroads.

In my experience 1838 is too early for Brazil to build factories.
Not competitive enough tech yet to be worth it.
Outside maybe one factory for liquor or wine, but it can cost you more than it earns
you in the early game...but that depends on the mod as well.

never encourage more than 150 caps, once you have that many you gain no additional benefits in buildings they build (in reality after 1 it isn't different but 150 guarantees they won't demote).

the standard order though for your issue will be to encourage beuracrats to 100% state efficiency which can then promote to caps and then you can encourage literacy through intellectuals (4% in the state) which literacy is needed for capitalists and if none of the beuracrats have promoted at that point you use the nf for the first few which will then build for you

Cool, thanks for all the info, guys. Yeah. I've been encouraging intellectuals up to 4%. My Literacy is quite high now. Also, it turns out i didnt need capitalists for now because foreign great powers keep investing in my country for some reason. I'm being sphered by the Netherlands but japan is investing like crazy in me at the moment so factories are popping up all over.

Also yeah, im using the HFM mod. Probably should of mentioned that.
