What they are I don't know. I just know they're an RGO thats usually produced in provinces of high economic value.

it is basically just straight money, it is money that doesn't need to be refined or sold to make profit, very good rgo

It's Gold. The game plays in a Gold Standard system, so Gold is directly equals Money.
This is the primary way of introducing new money into the system in Victoria 2
