I am new to this game, as the U.S.A can you allow your satellite Liberia grow?

Because that country is literally just there the entire game and there's no use for their military unless you happen to be fighting in Africa so is there a way to at least let the grow?

You can not really do anything with Liberia plus it would be better to just take the colonial land for yourself.

There is an event where they stop being a puppet and just an uncivilized nation in your sphere, I just remove them from sphere and annex them with a war. They usually become a state quick and having a naval base there is great for colonizing other parts of Africa

You wont get the Berlin confrence that is only for European nations and also what do you mean by frowned upon to coloniz in your own continent you have to at the start. Plus he has not even said if he was using HPM or HFM so you dont know if he could get any event like the Berlin confrence
