how do i lower the life rating limit for colonizing

i want to colonize but the life rating limit right now is 35 and the provinces to colonize are all like 10 and 15, how do i lower the limit so i can colonize

Some technologies have inventions that lower the limit. There's a tooltip that tells you which if you hover over the liferating bar for a province. In vanilla it's state and government, breech loaded rifles, and medicine.

I'm pretty sure in vanilla after you research state and government in order to invent mission to civilize you need to research one of three 1870 techs.

With the exception of parts of Canada as the U.S. or U.K. you're not going to be able to colonize Africa until you get better tech. Ports can also help but its really the techs that are super important.

Ports don't improve liferating at all, but you NEED a port with range to the province you want to colonize if you don't border it and you NEED ports for the colonial power to colonize. Ports are very important for colonizing, just irrelevant where liferating is concerned.

you can colonize new Zealand, Canada, Australia, parts of indonesia and some parts of Africa before the rest of the stuff too

You need to get Nationalism & Imperialism and Machine Guns (techs) to colonize most places
