More than likely the resources just aren't available. You can hover over whatever's not being bought in the trade screen to see if demand is higher than supply.

But its literally the start of the game and its only a glass factory line cmon when should I build factories/ when can I?

The start of the game is when lots of other countries, especially those with scores higher than S-P, are also building factories, and machine parts are in very short supply.

Oh and one more question:
I saw that there is a mapmode where you can see the resources of each state but I cant find it :( I am playing on hpm btw

The hotkey is 'a', and the button is the first mapmode on the left on the bottom row.

IIRC, very early in Victoria 2 there is almost no production of machine parts in the game, I think that Great Britain may be the only source in the whole World for them. So building any Factories/Industries that need the machine parts to build them, can be a problem for any nation other than Great Britain. First GB has to offer to sell them on the World Market, and then you have to beat out all of the other countries trying to buy them.

You will have research several techs before you can build your own machine parts industry. Luckily when you finish researching the tech needed you will be granted some machine parts to use in building the new industry. Make sure that you do NOT sell those parts automatically to the World Market, until you get your own machine parts industry up and running.

When I would play as Great Britain, I would delibrately NOT sell any machine parts, in order to really hurt the efforts of the other countries to build new or expand old industries.

The market works so that higher rank country first gets to buy wathever it wants from the world market. Then 2nd ranked countries buys wathever it wants from what is left. Then 3rd rank, 4th rank,...

It means that if you are ranked low enough you can't build anything until other countries have built up their economy and offer enough supply for you to buy it.

The only workaround is either to build yourself what you need (or have access to it through your internal market, ie. sphere), or increase your rank.
