Does the HPM (Historical Project Mod) still work?
I downloaded the most recent version, version 0.4.6.3 from Feb 2020, from moddb and extracted the .7 file which gave me an HPM folder and an HPM.mod folder. I dropped both of those files into an already made mod folder located in the games directory inside Steams common folder. When I go to launch the game the Paradox launcher recognizes that there is a mod so I check the box and launch the game, however my game launches vanilla.. I google searched a solution but the results I got were people that had my problem either dropped those 2 folders into the game's document folder or after extracting the .7 file they just left everything in one big folder titled HPM 0.4.6.3 and just dropped that into the mod folder. I did none of those and still the game won't launch the mod. I'd appreciate any help I can get. Thank you.

It's not like the game's gotten any updates to make it not work. The .mod file is clearly in the right place since that's what the game uses to say there's a mod to load regardless of if it can find the files for that mod, so what does your HPM folder look like? Is it titled just HPM and does it have a whole bunch of other folders directly inside it? Also, I assume you do since you said "check a box" instead of "use the drop-down", but do you have both expansions?

I have all expansions and the two folders are called HPM and HPM.mod

Yes it does work, in my case I always have to click the box twice for it to run as the first click does nothing, maybe that's your case too. Make sure that after you click the hpm box that it's actually ticked. If not click it again.
