How to cheat unify Germany?

Germany's formed via a decision, so there's not really an easy way to. A Germany unified right at the start of the game would be even more overpowered than it normally is, too.

What command would you use??

Controller is for occupation, it's changeowner.

or you can use the cheat pack mod then ally all of the minors then press annex your allies

Or mod the game slightly by changing the owner and controller of the german provinces to GER. All the German Provinces are in one history/provinces/ folder, so you can just mass-edit with some tool.

Just don't forget to make a mod or copy the game folder, else reverting it back will be annoying.
