Anyway for Instant CB cheat, mod, or console command?
I would like this for RP purposes. Searched around but haven't found a method yet.

Question: If you want to start with more regions playing nation X, why not just fiddle with the history files that determine who starts with what. Just make a mod out of it so you dont mess up files for non-RP runs

a console command coming to mind
changeowner [TAG] [province id]: Change the current owner of [province id] to the TAG specified.

or start game, save, change owner of provinces in the save file.
