I only use laissez for midgame USA where you just sit on your butt and grow and absorb pops from europe as the world on that side burns as it always inevitably do.
If you are playing as say germany, you almost always want interventionism just for the fact that you have to subsidize your economy when you will be go forced to go through war from either a cocky france or some dumb crisis.
Unless you form Großdeutschland of course in which case, having constant containtment war is a lifestyle.
