It's still worth it to play it for a while without them, but you will want to have them after a bit cuz the game is cool :)
A House Divided is already improving and overhauling it a good way.
HoD then "smoothes" the last edges out and implements more depth in diplomacy, colonization and late-game.
It's hard to recommend though. Maybe watch a gameplay video on Victoria 2 by Gaku or Slayzer to see what the game has to offer and whether you like it. If you do, just go for full package I'd say. You can always refund if you haven't played more than 2 hours on Steam (which is barely enough to get an impression, but at least its something).
