Anyways, you need John Brown's Raid and Dred Scott Decision to have fired, the Upper House to be at least 40% Liberal, and slavery to be allowed.
For John Brown's Raid you need a Non Slave State with average consciousness at least 6 and your upper house must be at least 10% Liberal. It will most likely happen after 1860 due to MTTH modifiers.
Dred Scott v Sandford you need a Slave State with average consciousness at least 5 and your upper house must be at least 10% Liberal. It will most likely happen after 1860 due to MTTH modifiers.
So basically wait on 1861.

Really stupid game mechanic. Real simple, if I'm not cracking down on Anti-Slavery Riots, then I'm not. I don't need to be asked for every single ♥♥♥♥♥♥♥ province in every single ♥♥♥♥♥♥♥ state in the whole stupidf ♥♥♥♥♥♥♥ country.
The southern states wanted their autonomy and not to be ruled by dictates from the north. The north wanted to enforce tyranny over the south and went to war to maintain it.
Yeah, my bad. To me it's just an old joke...whatever the issues, they were decided and it's over.
In game terms I just want it over with, and I'm so sick of Copprheads, Knights of the Golden Whatever, London Underground Resistance Movements, etc. popping up literally every 3 seconds.
1. No Mexican-American War
2. Holding off on enacting the events that would delay the war until things heat up sufficiently.
3. Securing an Alliance with Mexico and focusing on expanding diplomatic influence in South America.
4. Enacting reforms to make more and more people eligible to vote, thus increasing the number of liberals in the legislature.
5. Focusing on economic reforms to improve quality of life for the entire nation to reduce tensions.
6. Setting Immigration as the main focus for the most conservative southern states to try to dilute the areas most likely to support secession.
So far, I've managed to delay the war until the 1880's at the latest in my last playthrough. I'm still trying to fine-tune my strategy.
The southern states didn't care about states rights as their main issue. The fugitive slave act of 1850 forced northern states to accept slavery and return "property".
Also, they forced California and other new states where slavery did not exist to have a pro-slavery senator to become a state to maintain the slave-free balance.
They seceded over slavery but oddly enough, the Union didn't fight the war to end it until much later in the war.
Not played Vicky in ages, but iirc you can right click on a message and select settings on how and when you want messages to display. So you can prevent pop-up messages.
Edit: Oops. Obviously turning off pop-ups only works for messages that don't require you to click a decision. My bad. Should have read the post properly.
