It's much better than having bad policies in place. Also, the militancy doesn't keep very long. If there's militancy that won't go away, check your pops' Issues because there's probably a reform they really want that you won't grant them. If they have all the reforms they want met, then changing parties will give only short term militancy that goes away long before it could cause rebellions.
So no, it's actually a really good idea and it's what you should be doing until you establish a fascist dictatorship in the late game.
You should try to keep your electorate so that it naturally elects governments you want.
Liberals are easy but conservatism can be both limiting or expanding the electorate.
There's no real need to do this unless you have the misfortune to be a democracy. As long as you're some form of monarchy you can just appoint the upper house.
And you may end up with rebellions.
You can exploit the militancy to pass reforms but there is no reason to do that. You need those reforms to be slowly spoonfed over time.
