Go to your gamefolder and start v2game.exe.
I'm having this identical problem
You get no error message whatsoever ?
Be sure you installed the required visual c++ 2005 and 2010 and directx 9.0c first of all.
Then reboot your computer. Seriously.
If still not working, if you got Evolve or Discord or some other VPN runnnig, quit it.

I've tried reinstalling graphics drivers, verifying local cache, clearing map/cache folder, and multiple reinstalls, both old and new beta, and multiple computer reboots. Also ran the exe. from victoria files instead of the steam link. I'm totally perplexed as to what the problem might be.
Right-click on this game in your Steam Library. Select Properties, Local Files, Browse Local Files.
Rename the Movies folder there to anything else, to stop the intro videos from playing.
From that folder run dotnetfx.exe and vcredist_x86.exe
Go down into the DX folder and run dxsetup.exe
THEN delete these two folders (assuming default installation locations):
C:\Program Files (x86)\Steam\steamapps\common\Victoria II\map\cache
and
C:\Users\YourUserName\Documents\Paradox Interactive\Victoria II\map
(if present)
If you still have a problem after all that, try running the Windows Compatibility troubleshooter against victoria2.exe and v2game.exe
Somthing i forgot or rather i wanted to check the very basics first,
but it's a recent issue (on Win10 as it seems) and fix:
(Please try this, it worked for others)
To do on victoria2.exe and v2game.
Not sure if required on victoria2.exe (the launcher), but probably better to try as well.
Right click these, -> Properties,
select the "Compatibility" tab and check "Disable fullscreen optimisations".

PS:
The fix with deleting the map/cache folders only works if you start the game from v2game.exe directly afterwards, instead of Steam, for once. Do not have Steam
running at all during that.
I hope you told tech support that your mentioned fixes didn#t work for you.

Yes, checking "Disable Fullscreen Optimisations" allowed me to run the game without any crashes
