Report a translation problem
1. right click on v2game.exe (the .exe wont show up if you dont have file extentions on which if you dont is fine)
2. go to compatability
3. check run in compatibility mode for windows 8
4 check "disable fullscreen optimizations"
5. do this for the victoria2.exe (or just "victoria2") as well
6. game should now work either the compatibility mode worked or the disable fullscreen thing worked but i cant be bothered to figure out which one since doing both is super simple xD
i only did this after like 30 mins of searching the internet and nothing working hope this works for you
install the following:
Microsoft Visual C++ 2010 SP1 Redistributable Package (x64)
Microsoft Visual C++ 2010 SP1 Redistributable Package (x86)
both of these can be found on https://www.der-windows-papst.de/2020/07/24/download-microsoft-visual-c-redistributable-alle-versionen/
i think whats happening is the expansions need Visual C++2010, and steam only installs Visual C++2005 (if you start the game the first time it says installing components 1/2, but it never installs 2 things, just the one)
