What is the event for Reactionaries?

I want to play as the Kingdom of America. What is the event to put reactionaries in the upper house?

I assume you mean a government type with that party in charge. As far as i've tried and am aware, going Absolute Monarchy or Prussian Constitutionalism will give you that name.

There is a text file in (for me at least) Steam/steamapps/common/Victoria 2/events/CleanUp.txt
What it contains are events that can switch your government types.

For Absolute Monarchy, it's event 60040. For Prussian Constitutionalism, it's event 60060. For HM's Government, it's event 60070. For Presidential Dictatorship, it's event 60010 & 60080 (You can choose).

Presidential Dictatorship is the one i believe that only allows reactionary party to rule. You don't need to adjust the upperhouse for these to work, they'll work instantly. Be aware that going for Presidential Dictatorship can cause revolts, mainly because the people don't get to vote. Hope this helps.
