Report a translation problem
When you click start Vic2 and you get to the options screen on the bottom left it will say version 3.04.
The game is no longer being worked on so this is all final.
Yeah a bit wierd I know.
They never updated the game itself, instead they put the update in the dlc's.
My launcher says that it's 3.03 but when I start the game the single/multiplayer optionscreen says it's version 3.04.
This should also be the case with you.
I assume you verified the game files and if that did not do the trick then I'm at a loss here and cannot help any further.

It's not "weird" at all to put "patches" in those DLCs (which is just a broad word - "Downloadable Content"). They're expansions. They expand the base game, and the patch then puts further content onto the expansion.
Think of it like this: The expansion adds content. The patches tend to complete the content or fix it by various means. A patch fixing content thats not in place due to not having the required expansion, would simply crash the game.
So, if you want to patch to 3.04, simply buy the two expansions.
