Trying to mod religion mechanic
I try to mod religion and to add militancy for non state religion pops (similar to non-accepted culture militancy in defines.lua). Do someone know how can I do this?

I tried to add in defines.lua something like this: MIL_NON_STATE_RELIGION = 0.05
but it doesn't work.

You cannot add values like that in files and hope that it will work out.

Everything in those files, decisions, defines, etc. are all just text for the computer.
The program (Victoria II) itself reads those files and infuses those it needs to its functions.
There is a function handling what needs Slave have, and at start of the game, the values for that is extracted from the text files. This way, people can very easily modify those values to alter the game to their liking.
But adding new arbitarily named lines will have no meaning to the program - there is no function grabbing those.

So: You cannot program any Paradox game, just set different variables and values for exisitng functions.

Anyway, to answer your question:
Isn't that already in the game witrh the Religious policy of the Party?
I think if you have "Moralism" for example, everybody not belonging to your main religion will be discriminated and gain militancy.

No, it's just a thing, that influences politic. It doesn't influence pops. Even in game files it's with "#no effect"
