Naval Attrition While in Port
Just started a new game. My fleet is taking attrition while in ports. Wtf?

You're trying to tell me it costs the same amount of money to mothball ships in port as it does to fully staff, fuel and use?

That's crazy.

So basically if I don't have the the funds at full my fleet will slowly be destroyed in port.

You don't have to go max spending but you do need to spend something. Yeah, things you don't use still need to be maintained.

You need to spend at least 30% of your naval maintenance (check budget, top right sliders).

However, even if you set the slider to 100%, if there are no goods that are required on the market, then you won't have get any and your ships will simply keep losing strength over time.

This happens frequently with non-GP nations (let's say Japan), as Naval supplies are in greater demand than supply early game. Since higher ranked nations got first pick on the world market, nothing will be left to buy for those lower.
