The editor though is in the eu3 modding forum, which might be accessible witout a game registered.
I have no idea about map modding. I just searched the offic. forum.
and, to find the id number of a province, use console command: provid and linger the cursor over the province. the province number will show down by the mini-map.
console command is accessed with the ` key, on win.
An example would be HOI3 has the hoiposid which allows you to view the map via a program and change provinces, their cores, and owners at whim and easily. I saw suchs mods like ultimate and other alt hisotry mods that did such huge changes to the map I doubt they picked and edited each file seperatly.
now, i haven't used it, but in those files are often commented out data for a later start year. so, i think the date field is live. i'd imagine you could replace that start date with any date you wanted... matching it with your initiating file is it the LUA? i don't remember. i know for sure that i've given all of belgium from the start to the netherlands, just by reassigning BEL to NET.
Since the maps are defined by provinces, i shouldn't think you'd need anything more than manipulating the text files -- even if you wanted to flatten down switzerland... : )
