How do i become them as austria? I only get a decision to create them.

Sphere all the countries with S.German culture. You might have to conquer a few territories.

I got everything sphered but Prussia has some land with like 10% South germans. Do i need that as well?

No, just the states where it's the primary culture.

You also need to conquer Prussian Wurtemberg.

You cannot BECOME them. You can create them as a puppet. You will remain Austria however.

If you have HPM, then you have to release all nations under your rule, because you have to just be Austria to (become) the Federation
