Expansions add and change up content.
Patches are similiar, but also fix broken or unintentional code & mechanics.
But - quite obviously - you cannot change or fix things via a patch that isn't there.
So you cannot patch up to 3.04 without having both the first and second expansion (A House Divided + Heart of Darkness).
So i must buy the expansion packs to get 3.04 version? (A House Divided + Heart of Darkness)
Steam always updates all your games automatically to the latest for you available version by the way, so you don't have to worry about patches.
