My victoria 2 still version 1.3, how to patch it?

I'm not buy any DLC, its just victoria 2. But still version 1.3, i bought it from steam. How i patch it to newest version without buying any DLC?

You completely misunderstand the point of versions & expansions I think.

Expansions add and change up content.
Patches are similiar, but also fix broken or unintentional code & mechanics.
But - quite obviously - you cannot change or fix things via a patch that isn't there.
So you cannot patch up to 3.04 without having both the first and second expansion (A House Divided + Heart of Darkness).

Yeap.
Steam always updates all your games automatically to the latest for you available version by the way, so you don't have to worry about patches.
