As you are a Monarchy, you can simply appoint your desired government by clicking on the Party currently in power in the Poitics tab and selecting your own.
This will anger those that are not reactioniary, but really, if they revolt about it, they were to revolt anyway. Just shoot them together. Rebellions, especially in India and especially lategame, simply are something to get used to. Thankfully, rebels may are in impressive in numbers, but have nearly no combat ability.
