HPM Infamy and protectorate

Hi,
i am currently playing the game using the hpm mod.
I might be mistaken but I think i noticed some changed around the gaining of infamy:
I was able to declare war on Persia making it a protectorate (1890) while they still held their whole territory, same goes with egypt around 1880. Also the maximum infamy gain changed while i played from 15 down to 5.5.
Can someone provide an explanation or a link to such please, i would really like to know the steps to optimise my plans next time

You mean when what CB is available at what cost?

You can go into your mod files and check the CB stuff (/mod/HPM/common/CB_types.txt)
It should be pretty self-explanatory from there. Else post the text file and I can look.
