Game Won't Launch

I just bought Victoria 2 and downloaded it. I did what the fix for starting issue discussion page did but it still won't launch. I click Start Victoria 2 and it just closes. What do I do?
Also: I'm on version 3.03.

Regular fixes for various problems:

select a diffrent patch:
Go to the steam client > library > victoria 2 > betas and select a patch. Try them all.

Scan local files:
Go to the steam client > library > victoria 2 > properties > game files > scan local game files

Restart Steam:
Go to the steam client > steam > exit
proceed to log in

Toggle offline mode:
Go to the steam client > steam > go offline
After steam has restarted in offline mode, turn on online mode once again.

None of the patches worked and now it won't let me go back to the normal version. It says "Missing File Privileges"

And I can't get to scanning the local game files.

Also now I can't even launch the game because it says it has an update left.

I had something similar in HOI3, and this is what I did to fix it, can't promise it'll work though. I uninstalled the game, then went into the steam game files and deleted the remnants of the game. There are almost always small files hanging around after you uninstall steam games. Then go into documents\Paradox Interactive, delete the folder for Victoria 2, and reinstall the game on steam. Again, won't promise it'll work, but if nothing else works its worth a shot.

There is no Paradox Interactive file for Victoria 2 oddly.

To only check "Disable fullscreen optimisation" should normally suffice in this case.
