Report a translation problem
select a diffrent patch:
Go to the steam client > library > victoria 2 > betas and select a patch. Try them all.
Scan local files:
Go to the steam client > library > victoria 2 > properties > game files > scan local game files
Restart Steam:
Go to the steam client > steam > exit
proceed to log in
Toggle offline mode:
Go to the steam client > steam > go offline
After steam has restarted in offline mode, turn on online mode once again.

So I was having the same problem and found that this fixed it for me. Hope it helps!
To only check "Disable fullscreen optimisation" should normally suffice in this case.
how do you get to that menu?
